The brains shouldn't be considered the author for all this "paleolithic" emotions and "medieval" institutions. Actually, I believe the brain mostly interpretes what we feel and shouldn't be honored with all those responsibilities. By this, I mean that we would still feel something somehow even if we don't have brains - chemotactic organisms still feel, but since they don't have sophisticated processing systems like our brains, they can't interpret their emotions so well ("well" in that specific manner), but yet they do feel.
What happens is that our brain is specialized in doing simulations for our scenario based decision making process. And with this scenario simulation artifact we can interpret things in a much more humanly complex manner. I say humanly complex because this is where we recognize complexity, but not the only place where complexity is.
I would like to say to Wilson that we do have god-like institutions and god-like emotions too but we can't recognize it properly. We underestimate our emotions and institutions while we overestimate our brain and our technologies because that we can "understand". Our notion of god is anthropomorphic by itself and our brain is where our anthropomorphic notion is formed. So, we still have institutions and emotions god-like but we don't recognize the deity on it because it's not anthropomorphic as we think it should be (like our selfies are). To see the grandiosity of our emotions and institutions we must use the non-traditional anthropomorphic lens.
PS: This is somehow an alternative conclusion of what I was talking to a friend some days ago. We were discussing about the brain formation and the others processing centers we have as human. Our evolution as human is marked by a high level of specialization and so did our organs. At some time we specialized the central nervous systems to become the brain, the specialized organ for the virtualization of our ambient (to make we consciousness). For this we had to specialized other organs to complete specified tasks and liberate the brain from these tasks so it could really focus on the thinking process - an exemple is the dorsal column which is responsible for all the fine tuning of the movement where the brain just give the high level ordens
